All airport development projects using federal funds must comply with the National Environmental Policy Act of 1969 (NEPA). NEPA compliance for FAA projects is accomplished by meeting the standards established in FAA Order 5050.4B, National Environmental Policy Act (NEPA) Implementing Instructions For Airport Actions and Order 5050.4B supplements, along with FAA Order 1050.1 E, Environmental Impacts: Policies and Procedures. Compliance requires an examination of each of the 18 environmental impact resource categories found in FAA Order 5050.4B. Documentation from all governmental/environmental review agencies is also to be used where applicable to support the environmental findings. Other important elements of an EA include a strong purpose and need (is the project sufficiently justified?) and a sufficient number of practical and reasonable alternatives.
